C. William Brewer, P.C.’s practice includes Eminent Domain proceedings, areas of environmental regulatory law, real estate, land use development, estate planning and trust administration.

Mr. Brewer has over 48 years of practice representing clients in actions involving the taking of private property by governmental agencies, by either direct eminent domain action or inverse condemnation, including regulatory taking cases. Mr. Brewer has successfully tried complex issues in taking cases against both State and local agencies, such as loss of business goodwill, complex severance damages, impairment of access, and mitigation damages. He has been engaged as an expert witness in this area of law and has served the Bar and other organizations as a speaker on eminent domain and regulatory taking cases.

Mr. Brewer’s real estate practice also encompasses purchase and sale transactions, organization of real estate development ventures, and representation of borrowers and lenders in real estate finance transactions for office, commercial, and industrial projects. Mr. Brewer has extensive experience representing clients before local and state governmental agencies on a variety of regulatory matters, including real estate development entitlements, public contract disputes and Public Utilities Commission proceedings.

Mr. Brewer is experienced in both federal and state appellate practice, including six opinions certified for publication. For 32 years, Mr. Brewer has been peer-rated “AV Preeminent” for the Highest Level of Professional Excellence.

Mr. Brewer served in the U. S. Navy from 1967 to 1976. His Naval Aviation service as a Strike-Fighter Pilot included 238 combat missions and 340 arrested landings on the U.S.S. Kitty Hawk deployed to Southeast Asia (1970–1972). His combat awards include the Distinguished Flying Cross with Gold Award Star, Air Medal with Bronze Star and four Gold Award Stars and Navy Commendation Medal with Combat “V” with Silver Star, and five Gold Award Stars; for heroism in flight.
